Nineteen of Medvedev's twenty-one victories have been won on hard surfaces
A resurgent the Russian player won his first trophy for 882 days with victory over Frenchman Moutet in the competition final.
Medvedev, a ex- top-ranked player, has had a difficult period, managing just one match at the major tournaments and undergoing a setback at the American major.
The player's inconsistency on the tennis tour - and struggles with his serving in specific - caused him exiting of the elite rankings and eventually separating with long-term coach Cervara.
Now training with his coach and Rohan Goetzke, he has consistently advanced in the last few weeks - peaking in a hard-fought 7-5 4-6 6-3 victory over opponent Corentin Moutet.
This represents the player's initial trophy following the Rome competition and maiden on a hard surface after March of that year.
The win also means Medvedev has achieved twenty-one victories at 21 distinct competitions.
"This marks the first occasion I'm at a competition with my both daughters at once, so to get a championship is especially meaningful," stated ranked player the champion.
"This victory is in honour of my second daughter her name, because the initial championship I won when my older daughter her name was delivered was for her."
The athlete, the former major winner, had failed in his previous six finals, featuring in that event earlier this year.
The player's counter-punching play style and frequent reactions on the tennis court had prompted observers to question if his capacity to perform at the elite level was over.
But the athlete has altered his approach in the last few weeks, making an effort to come to the net and perform assertively, supported by an enhanced serving game.
The champion fought back from a deficit in the initial set against the difficult Moutet, taking 4 of the concluding five games to take the lead.
The pair exchanged breaks in the middle set before the challenger, bidding for his initial professional title, seized the initiative to force a decider.
He saved 4 early-game chances in a close third set before the Russian won the break to that score to serve for the match.
Suitably, the winner clinched the title with a shot at the net, with Moutet incapable to control a volley after a lengthy match.
